Abstract


This presentation explores the what, why, what and how of government programme evaluation theory relating it to the situation in India and to Department of Telecommunications’s Universal Service Obligation Fund’s (USOF) in particular. It explains the importance and the methodology of effective programme evaluation especially as an area of concern for financial advisers of the government.
